The 28th Expedition Fleet was an Expedition Fleet of the Imperium during the Great Crusade. Two different versions of the 28th Fleet are recorded as existing, one under the command of Magnus the Red, Primarch of the Thousand Sons Legion, and the other under the command of Fulgrim, the Primarch of the Emperor's Children legion. The 28th was the fleet of Fulgrim when he rebelled against the Emperor and supported Warmaster Horus at the beginning of the Horus Heresy.

- As well as the warships of the Thousand Sons, their version of the 28th was made up of Mechanicum forge vessels, Administratum craft and bulk transporters for the Spireguard units.[1b]
- The 28th is the fleet of Magnus when he and the Thousand Sons report to the Council of Nikea.[1c]

Notes
- It is currently unknown if the two versions of the 28th are supposed to be largely the same fleet - sans the specific Legion personnel and Legion support elements - or two completely separate fleets that shared the same number.
- After the Council of Nikea, the people of Prospero are said to have "welcomed the return of the Thousand Sons elements of the 28th Expedition, and the remembrancers that came with them".[1d] While the wording is ambiguous, it is certainly possible to infer from it that only the Thousand Sons elements of the the 28th and their assigned remembrancers have retired to Prospero, and that the rest of the Fleet may have been reassigned.
