Maugan Ra

Maugan Ra (literally, "the Harvester of Souls" in Eldar) is an Eldar Phoenix Lord from the doomed Craftworld Altansar. He is said to be the only survivor from a minor expansion of the Eye of Terror which caught the craftworld in its grip and sucked it in over five centuries. He stayed with his Craftworld until it was sucked into the Eye. He is the Phoenix Lord of the Dark Reapers and wields Maugetar (lit. Harvester) and wears a morbid suit of armour of his now destroyed temple. His armour is jet black with bleached white bone.
Recently he went back into the Eye of Terror and led his Craftworld out. But after so long at the mercy of Chaos they are treated with suspicion by all other Eldar.

Maugetar
Maugan Ra found, in his studies of warfare, that a weapon can be used as carefully as a scalpel, be it a blade or a ranged weapon. As such he created Maugetar, an ancient Shuriken Cannon with built in Executioner.2
