The Voice of the Emperor was a mysterious figure who was instrumental in spreading anarchy and discontent in the prelude to Abaddon the Despoiler's Thirteenth Black Crusade.[1]

History

The Voice of the Emperor emerged on the world of Lelithar amidst the chaos of the Plague of Unbelief, upheavals, raids by Chaos, and pestilence that swept through Segmentum Obscurus in the closing years of M41. Proclaiming himself a vessel through which the Emperor spoke, he said that the strife was the Emperor's punishment for humanity deviating from his original message with their sins. The Voice of the Emperor encouraged rebellion against Imperial authorities, particularly the Ecclesiarchy, which he accused of deviancy and corruption. The masses, desperate for an answer for their troubles, were attracted to the Voice and soon he surrounded himself with fanatical cults that clashed with Ministorum worshipers throughout the region of space surrounding the Eye of Terror. Imperial authorities, alarmed at the Voice's growing popularity, dispatched multiple agents of the Officio Assassinorum to dispose of him. However all would prove unsuccessful, and a lone Vindicare Assassin got close enough to provide the only clues as to his appearance: a robbed figure carrying a sword and pair of pistols.[1]

Later, during the Thirteenth Black Crusade, the Dark Angels Space Marine Chapter became suspicious that the Voice of the Emperor may have a connection with The Fallen of their chapter. The Dark Angels abandoned their duties during the Black Crusade and pursued the Voice of the Emperor as well as other suspected members of The Fallen, and rumor has it that he was captured and brought back to The Rock. Much to the frustration of the Adeptus Terra, the Dark Angels refuse to confirm this account or cooperate in any investigation.[2]

In 998.M41 a Black Templars Strike Cruiser, Ophidium Gulf, assists a Dark Angels force in pursuit of the individual. After hard fighting, the Black Templars succeed in capturing him – although are later embroiled in a dispute with the Dark Angels, during which both Chapters briefly engage in battle. Although ultimately taken into custody by the Dark Angels, the robed captive mysteriously escapes and the Ophidium Gulf is lost. At the behest of the Black Templars, the Inquisition is called upon to investigate – results are pending after the disappearance of Inquisitor Archibald.[3]

Identity

The physical description and apparent connection with the Dark Angels may indicate that the Voice of the Emperor was Cypher. However, this has never been explicitly confirmed.
