Explorator Bases are outposts of Explorators of the Adeptus Mechanicus, based on isolated fringe worlds, and used as stations from which to monitor and explore the area of space it is located in. In the case of Tyran, it was on the outskirts of the known galaxy and as such studying the region. Otherwise we do not know what these are for.
