The Great Diaspora was a period during the Dark Age of Technology (M21), well before the time of the Emperor, when people were just moving out into the galaxy for the first time. It was the principle that Humanity should reshape the galaxy in their image. It went from killing all mutants and aliens to introducing species of animals and plants from Terra in an effort to make them more like home.
