The Hood of Hellfire belongs to Tigurius of the Ultramarines.
In 4th Edition it is an enhanced Psychic Hood which helps Tigurius use his already formidable psychic powers.1-p49
In 3rd Edition it had a similar function but only helped Tigurius with one psychic power, Smite.2-p38
In 2nd Edition the Hood was described as a being a standard Psychic Hood with a built in psychic amplification unit, worn over the head. It works by amplifying the anger and aggression of the wearer into a psychic bolt. It could also be worn by normal Librarians, rather than just Tigurius.3-p71
