Paternoval Envoy

The Paternoval Envoy of the Navigators is a representative of the Navis Nobilite on the Senate of the High Lords of Terra. The Envoy is usually a member of the most powerful Navigator House, but sometimes a leader of a weak house will be elected. The reasons for this can be manifold; the most powerful houses are unable to agree upon a candidate among themselves and eventually agree to choose a member of a weaker house who poses no threat to them.
