Chem-inhalers are combat-drug dispensing rebreathers, the drugs' effect minimizing any instincts of self-preservation. Their use is a cheap and expedient method of making dependable soldiers out of ill-disciplined but otherwise suitably violent troops, such as the Savlar Chem Dogs.1
