The Voice of the Emperor was a mysterious figure who was instrumental in spreading anarchy and discontent in the prelude to Abaddon the Despoiler's Thirteenth Black Crusade.[1]

Identity

The physical description and apparent connection with the Dark Angels may indicate that the Voice of the Emperor was Cypher. However, this has never been explicitly confirmed.
