Launciel is a Fallen Angel, who is among those that now loyally serve their returned Primarch, Lion El'Jonson[1a] as the Risen.[1c]

He was a Veteran Breacher Sergeant in the First Squad of the Dark Angels' Twenty-Fourth Chapter before Caliban's destruction. Sometime after Launciel emerged into Realspace millennia later, he discovered his fellow Fallen Bevedan and the two later met with Galad. The three then traveled together, which led Launciel and Galad to become close friends, and each saved each others' lives multiple times. After the Great Rift's creation, though, they settled on the Imperial moon Gamma II, which was located in the Trevenum System. The Fallen presented themselves as Dark Angels and the moon's population welcomed them, as they had suffered greatly in the aftermath of the Great Rift's birth. Launciel and Galad would then take command of Gamma II's defense forces and were able to protect it from from invaders. Bevedan, though, chose to isolate himself in the moon's Umbran Mountains instead[1a], likely due to him being a psyker[1b]. Sometime later, however, the Dark Angels' lost Primarch, Lion El'Jonson, returned and began requesting that the Fallen join him to help save the embattled Imperium. One of these was the pirate leader Borz, who informed the Lion that members of the Fallen were rumored to be on Gamma II. This led the Primarch to send the Fallen Zabriel to recruit any of his brethren he found on the moon.[1a]

Upon meeting them, Zabriel gave his name and Launciel's uncommonly good memory, recalled that he and Zabriel had each been among the Dark Angels' forces, that fought the Rangda on Advex-Mors. After this greeting, Zabriel displayed a Vid-Imager message of their Primarch, who asked the Fallen to aid his efforts to save the Imperium and that he had no interest in reopening wounds of their past. Any who wished to do so, where then welcomed to join the Lion's Protectorate, which was an alliance of Imperial worlds and Systems, that were under El'Jonson's protection. The message then ended, but Galad was reluctant to believe his Primarch's words of forgetting Caliban's civil war and he was also hesitant to leave Gamma II. The three Fallen had promised to protect its people and if they left, the moon would become less safe. However, Launciel was willing to join El'Jonson and explained to Galad that upon doing so, they could ask their Primarch to make Gamma II and the entire Trevenum System a member of his Protectorate.[1a]

Though still reluctant, as he felt El'Jonson would continue to seek revenge against the Fallen, Galad ultimately decided to follow Launciel and serve at their Primarch's side. The two then mentioned the existence of their third member, Bevedan, to Zabriel who set off to recruit him[1a]. However Launciel and Galad had failed to mention, that another Fallen named Baelor had already arrived seeking the psyker. Though they had known he was a member of the Ten Thousand Eyes Warband, Baelor was not displaying any markings of Chaos, which allowed him to meet with Bevedan. He had come to recruit the psyker into the Warband and this almost led to a confrontation with Zabriel, when Baelor's allegiance became known. This was quickly stopped by Bevedan's warning, that he would use his powers against the two if they fought. However, upon learning from Zabriel that the Ten Thousand Eyes had tried to kill their Primarch at Avalus, Bevedan decided to serve El'Jonson as well. Though disappointed, Baelor left peacefully shortly afterwards.[1b]
