Noum Retraiva was the first Master of the Administratum.[1]
Serving during the later stages of the Unification Wars, Retraiva was the heir to a powerful Merican noble family and had fantastic wealth. He recognized power when he saw it, and it was easy for him to join the nascent Imperium. Though rigorous and hard-working, he was also cynical and prone to personal enrichment. Under his leadership the new Adeptus Administratum grew from a small agency to truly gargantuan bureaucracy.[1]
