Enclaves

Perhaps we should merge this article with the "Tau empire article"

To cut it short: We (in my humble opinion) should merge this article with the Tau Empire article (I sincerly don't know why that article has been so ignored). It is somewhat similar to the development of the Caste System article. Formerly there was another (way too small) article called Caste Rank. I carefully copied the relevant info, merged it into the Caste system article, and finished the development turning it into a re-direct. I think we should do the same here. Opinions?
