Imprisonment

How was Severian imprisoned before Magnus sent a warning to the Emperor? It was only some time after that message that the Emperor realized Horus as an actual traitor alongside the other legions swayed to his side, and they wouldn't have detained the elements of the Crusader Host force before that.
