Petitioner's City

The Petitioner's City is a massive complex in the outskirt regions of Terra's Imperial Palace which holds many offices and dwellings of the Administratum.^[1]

By the beginning of the Horus Heresy, it had sprawled into increasingly a shanty town whose squalor grew the further one got from the Palace.^[2a]
