Related changes is a Special pages tool from the category Recent changes and logs. The Related changes tool is used to see all Recent changes in articles to which the current page has a link.
Related changes on an article page
The Related changes tool can be accessed from the Tools tab at the left side of the screen.
Clicking on this link on an article page shows all Recent changes in articles to which the current page has a link.
Related changes from the Special pages overview
The Related changes tool can also be accessed via the Special pages tools overview, subsection Recent changes and logs.
Since you have not directly accessed the Related changes tool from a specific article page you now have to enter the actual article page name you want to use the tool for.
Here you also have the option to specify the Namespace in which the article page name should be searched.
