The Triumvirate of Garl was a Human empire, that was located within the Occluda Noctis and it had survived the Age of Strife. During the Great Crusade, the empire was brought into Compliance by the Imperial Fists, as part of the Imperium's Night Crusade.[1a]

History

In the distant past, they were once part of a larger empire known as the Greater Republic. However the Republic eventually fell and gave rise to the Second Republic, which also failed. Afterwards several of the Second Republic's worlds would form the Triumvirate of Garl, for mutual protection and clustered around their Capital Primeworld, which contained a Greater Republic beacon. These beacons allowed the Triumvirate to maintain contact with other Human worlds within the Occluda Noctis, that had once belonged to the Greater Republic. However as generations passed, these beacons fell silent one after another and the Triumvirate lost contact with the worlds the beacons resided on[1a]. It was also during this time, that they became enemies with another Human empire know as the Damareen Consensus, until contact was lost with their foes as well.[1c]

Eventually the Triumvirate thought they were the only Humans that remained in the Galaxy and they would focus on trying to preserve their empire. They came close to disaster countless time, though, as Primeworld was struck by Cults that were thought to have been destroyed. While these Cults were defeated once again, they came close to turning the Capital into a mass pyre. Other disasters would also strike the empire as a whole, as it withstood a civil war, outbreaks of diseases and the failure of their technology. However the unity of the Triumvirate gave the empire's population the strength to carry on and they would be given another, when the Great Crusade reached the Occluda Noctis. Though the Triumvirate were unaware of this, their worlds began receiving interstellar transmissions that spoke of a new Human empire called the Imperium, that was united under a Terran Emperor. The messages also called for Human worlds to continue to stand strong against the nightmares of Old Night, as the Imperium was coming to aid them and unite them with its worlds.[1a]

This filled the Triumvirate's population with hope, as they now had proof other pockets of Humanity still existed. They eagerly waited for the Imperium to make contact with them, but none was ever made and their hope dwindled. While Primeworld's beacon detected nearby space ships 16 years later, it would not be until nearly 2 years after that, before a warship finally made contact with the empire. At first the Triumvirate were unaware of who the warship belonged to and prepared for. However when it began broadcasting messages similar to those they had heard before, the Triumvirate knew the Imperium had finally reach them. This warship was part of the Imperium's Night Crusade, which sought to claim the worlds of the Occluda Noctis, and after contact was made, the Imperial Fists arrived at Primeworld. Shortly afterwards, a team of officials from the Capital World were dispatched to the Legion's Phalanx, where they eagerly signed the paper work that sealed the Triumvirate's Compliance to the Imperium[1a]. Ironically, the Damareen Consensus had been forcibly brought into Compliance by the Imperial Fists earlier before and these two ancient foes now stood united under the Imperium's rule.[1c]

The Triumvirate's Compliance proved to be a boon for the Imperial Fists, as they gained access to the former empire's stellar charts. These were gained when the Triumvirate was part of the Greater Republic and, while the information was at least a thousand years out of date, the maps stretched nearly two hundred light years towards the Occluda Noctis' core Systems. At least a score of these once belonged to the Greater Republic and the Imperial Fists made these Systems a priority to visit next.[1b]
