Lord General Lugo was one of many Imperial Commanders leading forces during the Sabbat Worlds Crusade.

Lugo was one of several "New Minted" generals appointed by Warmaster Macaroth following his succession of Warmaster Slaydo. Many of these generals were unproven in battle; some, like Urienz, succeeded brilliantly, others failed to win either effective victories or the respect of their subordinates. Lugo fell decisively into this latter category, though he was adept at making headway in the political circles of the Crusade forces[1a].
Lugo's first campaign, on Oscillia IX, was a fiasco; other generals regarded it as a "sure thing," but under Lugo it ended up taking twenty months. Another, a "lightning raid" on hive cities on Karkariad, involved questionable actions that prompted a board of inquiry. Lugo was desperate to win a victory before Macaroth dismissed him from the staff[1a].
Somehow, he gained command of a morally important theater with the world of Hagia, Saint Sabbat's homeworld, replacing Slaydo's protege, General Bulledin[2]. Part of his strategy included dispatching the Tanith First and Only, under Colonel-Commissar Ibram Gaunt, to secure the sacred city of the Holy Doctrinopolis. Although the Hagia campaign, as a whole, was proceeding ahead of schedule, Lugo grew impatient to secure the city, and ordered Gaunt to forego his infantry-based advance, and send armoured units directly against the Infardi enemy[1a].
This was a disastrous miscalculation: the rebels had left a booby trap that not only inflicted massive casualties, but also acted as an astropathic beacon to a nearby Chaos fleet closer to Hagia than any available Imperial reinforcements. Lugo had no choice but to order an immediate evacuation of the Guard forces on the planet and abandon it to the enemy[1b].
Lugo tried to pin the blame for the disaster on Gaunt, claiming that it was his carelessness that had missed the booby trap. Gaunt respectfully tendered his opinion that, had Lugo allowed Gaunt to sweep the city in his planned way, instead of charging in with armour, the trap might have been detected. Lugo ignored this and reported Gaunt's "failure" to the general staff without further delay[1c].
He was ultimately unsuccessful. Gaunt, having been given a "last" mission to escort Saint Sabbat's remains to safety, discovered a hidden weapon of incredible power in her Shrinehold that not only obliterated the Infardi forces attacking the Shrine, but reached into space and drove the Chaos fleet away, saving the planet.[1x]
Gaunt was later allowed to communicate his version of events to Macaroth, backed up by Commissar Viktor Hark. Macaroth responded by demoting Lugo[2].
Lugo later became the force commander for the world of Herodor[Needs Citation].
By 791.M41 he had regained the position of Lord General. He backed a failed move have Macaroth removed from power, but was able to escape with out any formal repercussions. He apparently has strong links to the Adeptus Ministorum, which has contributed to his prestigious position, despite his limited competency.[3]
